Duties in addition to the supervision of maintenance and repair of highways, bridges, and culverts include fixing the load limits thereon, and filing of monthly and annual reports with the Board of County Commissioners.

In those counties having a County Highway Engineer, the County Commissioners may provide for the County Highway Engineer to serve also as County Highway Supervisor.

The County Highway Engineer is appointed by the County Commissioners of a county (or of any two counties, acting jointly) to assume responsibility for the supervision of design, construction, planning, traffic and other engineering functions relating primarily to roads and bridges within the county (or counties) and for the preparation of such surveys, estimates, plans and specifications as are required . His duties include development of a county-wide program of traffic safety, classification of the county highway system preparation of engineering estimates and on the basis of the latter, making recommendations as to material and equipment needed in the annual budgeting of funds. In the discharge of his duties, the highway engineer is subject to policies established by the County Commissioners. The county Highway Engineer must be a registered engineer experienced in highway engineering and construction. The duly-elected surveyor of the county may be appointed County Highway Engineer, provided the surveyor is a registered engineer.
